According to an order of the director general of the Police and Border Guard Board, Estonian passports continue to be issued by secure postal services to Estonian citizens living abroad. The postal service is provided by a courier that has a contract with the Ministry of Foreign Affairs.
An Estonian passport can be issued via a secure postal service on the condition that the application has been submitted through the online application platform or at a service point of Police and Border Guard Board, via email with a digital signature or at an Estonian foreign representation.
After the application has been submitted, the Foreign Ministry will ask for the applicant’s consent to issue the document by post. The applicant will then be given instructions on how to receive the document.
The passport is not active or in use at the time of postage. If the recipient does not notify the Police and Border Guard Board within the given timeframe that they have received their passport, the passport will be considered a lost or stolen document.
This method of delivering a new document ensures firstly, that people continue to receive identification documents and continue their daily lives, and secondly, that even with services provided by the state, close contacts between people have been minimised with the aim of containing the spread of the coronavirus.
